Rules and Regulations of the Council for 2011-iChEM
  1. The rules and regulations of the council are setup jointly by XMU, FDU, and USTC.
  2. The iChEM council makes its decisions through board meeting system within the purview of its inquiry. The board meeting will be chaired by the directors of the board.
  3. The iChEM Executive Committee is a Secretary of the Board of Council. General Secretaries of the Executive Committee must attend the board meeting of the council.
  4. The council plenary session must be held at least once a year and have two-thirds of the council members presented. The council members must be informed of the meeting one month ahead by a written notice.
  5. In cases that two of council directors or more than one third of council members propose for meeting, the Executive Director of the Board may decide to convene an extraordinary board meeting in a written notice to all the members before the meeting. The board meeting must have two-thirds of the council members presented.
  6. All the members have equal right to vote. A vote of more than one half of the members presented is required for each decision.
  7. The council members shall not normally be absent. If unable to attend, the members may authorize the other members to vote on his behalf, or directly submit to the Secretariat in written opinion and voting intentions with his/her signature, otherwise, it will be regarded as vote abstention.
  8. The General Secretaries of the iChEM shall record all of the details and results of the meeting, and reserve and archive the record with signatures of all the members presented.
  9. In cases that all the members agreed in written form for a list of council matters, the board meeting is not necessary to be held. A direct decision may be made by a document signed and sealed by all the members.
