To actively promote collaborative innovation ability of universities and colleges, facilitate the combination of universities and colleges with science and technology, economy and culture, and support the construction of an innovative and human-resource-oriented country on the basis of the important speech spirit of General Secretary of the Central Committee of the Communist Party of China, Hu Jintao, in the centennial anniversary of Tsinghua University, “Collaborative Innovation Promotion Program of Universities and Colleges”(hereinafter referred to as the “2011- Program”) is implemented. Advices on the implementation are given as follows.

1. The Significance of Implementation
   1. The implementation of 2011-Program is a significant measurement to carry out the important speech spirit of General Secretary Hu Jintao in the centennial anniversary of Tsinghua University. Improving quality of universities and colleges is the main line of the General Secretary’s speech and innovation ability is the soul to improve the quality. To implement the speech of the General Secretary, it is necessary and urgent to encourage universities and colleges to collaborate and make strategic alliances with scientific research institutions and enterprises, and to promote the sharing of resources and innovation abilities among the collaborative members.
   2. The implementation of 2011-Program is an important support to accelerate the construction of an innovative country. Nowadays innovation is main driving force in the economic and social development, and innovation ability is the key factor of national competitiveness. With the rapid progress of science and technology, it urgently needs to change the ideas and modes of innovation, accelerate the integration and transformation of interdisciplinary knowledge and technology and the integration and reorganization of innovative power and resources, promote the close integration of government, industry, universities, researches and users and support transformation of development mode of national economy and society.
   3. The implementation of 2011-Program is a strategic action to promote the close combination of education, science and technology, economy and culture in China. For a long time, China’s innovation power has been independent and separated, the innovation resources has been dispersed and repeated, and the innovation efficiency has been low. Hence, it urgently needs to break through the obstacles of independent and separated innovation system, promote collaborative innovation of all kinds of social innovation and the integration and development of education, science and technology, economy and culture to enhance the overall national innovation ability and competitive strength.

   In order to meet world-class requirement in development of science and technology, the 2011-Program aims at the significant demand of the frontiers of science and national development, takes the key disciplinary construction as basis, the reform of mechanism and system as focus, the improvement of innovation ability as breakthrough point to vigorously promote collaborative innovation and gives full play to the unique role of universities and colleges. The goal of 2011-Program is to fully promote the unique role of the universities and colleges that combines primary productive forces of science and technology and the primary resource of talents, and also facilitate the rapid development of economic society in China.

   1. Demand-oriented

      The 2011-Program focuses on the significant demand of the scientific and technological, economic and social development, the prospective problems in the frontier of science and technology and the major public issues that relate to national welfare and people's livelihood. The 2011-Program also focuses on studying and solving the strategic problems that the nation urgently needs via collaborative innovation of universities and colleges.

   2. Open Up in All Aspects

      The 2011-Program opens to various universities and colleges without any limitation of the range and participated members, thus it extensively absorbs the innovation strength of scientific research institutes, enterprises, local governments and international innovative forces in order to form a multiple, open and dynamic organized operation mode.

   3. Deep Integration

      The 2011-Program guides and supports universities and colleges, and various innovative forces to carry out deep cooperation, explores new mechanism of organic integration of innovative elements, promotes the full sharing of high-quality resources, speeds up the interdisciplinary integration and promotes communications among education, science and technology, economy and culture to achieve synchronous improvement of quality of personnel training and scientific research abilities.
